Where I live we have SCE. We have taken advantage of their flat-rate service. This means our monthly bill remains the same, but we pay any differences we owe in June, at the end of their fiscal year I guess. I pay more when I can, and the average flat rate. Sometimes I am ahead by a few months an owe nothing. What I like about this is the fact I know exactly what to budget each month. The same with SoCalGas. I don’t know if you are on the LA services, which I think may be different, but this may be something to check out if they offer something equivalent.
